Der Beitrag untersucht die Bedingungen für die Herausbildung einer medienvermittelten europäischen Öffentlichkeit mittels einer Analyse der Berichterstattung darüber, wie im Jahre 2000 in Europa regiert und Politik gemacht wurde. Das untersuchte Sample umfasste 11 Tageszeitungen aus sechs Mitgliedsstaaten der EU. Auf der Basis einer systematischen Inhaltsanalyse lassen sich drei Typen von Nachrichten unterscheiden: 1) europäische Nachrichten mit einer übereinstimmenden Bewertung europäischer Ereignisse und Themen; 2) Nachrichten mit europäischem Bezug, die sich dadurch auszeichnen, dass europäische Ereignisse und Themen eine sekundäre Auswirkung auf die nationale Berichterstattung haben; und 3) nationale Nachrichten über einheimische Ereignisse und Themen, bei denen aber in Form eines rhetorischen Kontrollmechanismus ein europäischer Bezug hergestellt wird. Alle drei Fallbeispiele lassen erkennen, dass es eine europäische Öffentlichkeit gibt und dass diese entstanden ist durch die gegenseitige Beobachtung der institutionellen Akteure und ihres Publikums. This article analyzes changing patterns of mobilizing political protest in the multilevel governance polity of the EU. It is shown that the emerging European political opportunity structure is providing a new transnational context for collective action. Under these conditions, civic mobilization shifts from "loud protest" to silent lobbyism, information politics, & monitoring. Avoiding the polarizing forces of civic protest & contentious politics, social movements emerge in the European sphere mainly as advocacy coalitions applying & diffusing consensual word discourses. Antiracism has been a powerful force in European social movements since WWII, & has increased in influence since the end of the 1980s, in part because of a corresponding rise in xenophobia & intolerance. The incorporation of antiracist ideology in pan-European institutions, eg, the European Union, is discussed.
